Chapter I of the Trade Marks Act, 1999 include 4 Sections.
Section 1 - Short Title, Extent and Commencement

(1) This Act may be called the Trade Marks Act, 1999.
(2) It extends to the whole of India.
(3) It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint:
Provided that different dates may be appointed for different provisions of this Act, and any reference in any such provision to the commencement of this Act shall be construed as a reference to the coming into force of that provision.

As the name suggest, Section 1 mentions the title of the act which is Trade Marks Act, 1999 .

The Act Extends to Whole of India.

Government Can appoint the date of the commencement of the Act by notification in the Official Gazette.
The Proviso clause provides that the Central Government can choose to enforce different Provisions of the act on different dates and if there is any reference to the commencement of act in such provisions then it should be understood as date of the enforcement of the provision.
